Mill Neck Manor School for the Deaf is a New York State 4201 chartered school. Families can apply directly, and school districts can place students through the NYS 4201 referral process. We welcome both pathways — and we'll help you figure out which one fits your situation.

School Visit

We invite every prospective family to visit the school — see classrooms in session, meet teachers and administrators, and experience the community firsthand.

Documentation Review

We review evaluation records, audiological reports, IEPs (if applicable), and any other relevant documentation to ensure we can meet the student's needs.

Placement & Welcome

Once placement is confirmed (through family application or district 4201 referral), we begin onboarding — assigning grade level, programs, and support services.

Understanding NYS 4201

What does "4201" mean?

Mill Neck Manor School for the Deaf is one of New York State's 4201 Schools — privately operated, state-supported special act schools that serve students whose educational needs cannot be adequately met in a traditional district program.

Under New York Education Law Section 4201, the State of New York directly contracts with and funds approved private schools that serve specific populations of students with disabilities — including students who are Deaf, Hard-of-Hearing, blind, or have severe disabilities. There are eleven 4201 Schools statewide. Mill Neck is one of two serving Deaf and Hard-of-Hearing students.

For families: This means tuition is funded through the State — families do not pay tuition. The school works with the home district's Committee on Special Education (CSE) to formalize placement.

For districts: Mill Neck functions as an out-of-district placement option for students whose IEPs identify the need for a specialized Deaf education program.

Tuition & Cost

What does it cost a family?

As a NYS 4201 school, Mill Neck Manor School for the Deaf is tuition-free for accepted students. The State of New York funds the educational program directly through our 4201 designation, working in partnership with each student's home school district.

Families may have some incidental costs (school supplies, optional field trips, etc.) but the core educational program — tuition, related services, transportation in most cases — is fully funded.

    Do families have to be Deaf or sign already?

    No. Many of our families are hearing parents whose child was diagnosed with hearing loss at birth or in early childhood. We support every family — and we'll help you learn ASL alongside your child if you'd like.

    Does the school accept students with cochlear implants or hearing aids?

    Yes. Many of our students use cochlear implants, hearing aids, or FM systems. Our program supports all communication choices and hearing technology — and we have on-site audiology to help.

    Can students with additional disabilities attend?

    Yes. Our Deaf Plus program specifically supports students who are Deaf or Hard-of-Hearing and have additional disabilities — meeting every learner where they are with individualized educational pathways.

    From birth (through our Parent Infant Program) through high school graduation (grade 12 or equivalent commencement credential).

    Is transportation provided?

    In most cases, yes — school district transportation is provided for students placed through their home district. We coordinate this with the home district at enrollment.
